These compatible cookie plugins will block the load of cookies until the user consents.

Some cookie plugins allow load on any click as consent, which may also require your placing something in your terms page that clicking signals consent.

GeoDirectory Settings

GeoDirectory's setting for lazy-load of maps must be set so that maps do not automatically load. 

Set this in

WP Admin - GeoDirectory - Settings - General - Show advanced - Lazy load maps

This settings applies to all maps on the site.
